Directors Meeting Minutes

March 18, 2025

In attendance: President Ross Holloway, Vice President Larry Long, Secretary Ron Wright, Treasurer Tim Standeford, and General Manager Herb Cook.

The meeting was called to order at 8:00 AM by Ross Holloway.  The Minutes of the Directors meeting held on February 18, 2025 were presented for review/approval.  Ron Wright moved the minutes be approved as presented.  The motion was seconded by Tim Standeford and carried unanimously with Ross Holloway abstaining.  Herb Cook gave the Treasurer’s Report.  Larry Long made a motion to approve the Treasurer’s Report.  Ron Wright seconded the motion and carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Larry Long made a motion to approve the Operation’s and Manager’s Report.  Ron Wright seconded the motion and carried unanimously.

Old Business

  1. New Water Treatment Plant:  Herb Cook reported to the Board that Mitchell and Stark have been preparing to pour the concrete walls for the backwash basin.  Also, plumbers, electricians, and HVAC crews have been in the building working as well.
  2. Sunset Booster Upgrade:  Mitchell and Stark have started working on the new building at Sunset Booster.  The piping is complete and crews are hoping to be done with the building by the end of March.

New Business

  1. IDEM Sanitary Survey:  Herb Cook reported to the Board that IDEM completed a sanitary survey on the water system and water plant.  There were no major deficiencies and two (2) minor deficiencies.  Herb reported that one of the minor deficiencies was already fixed, but that the Observatory Tank needed some much-needed attention.  The Board asked Herb to have Banning Engineers start working on some possible solutions for replacing the tank.  The cost to refurbish the existing tank far out weighs just replacing it completely.  Herb said he hopes to have more information for the Board at the next meeting.

Construction

  1. Wellfield Upgrade/Raw Water Lines:  SCIREMC still has yet to provide a quote for installing power to the new wellfield.  Herb Cook and Berry Electric are working with REMC to get a quote soon hopefully.

Other Business

  1. Employees:  Herb Cook asked the Board about hiring part time summer help to start getting more meters switched out on the system.  Larry Long made a motion to allow Herb to hire part time summer at utility technician rate.  Ron Wright seconded the motion and carried unanimously.  Also, Nicole Stafford was due for a 90-day review.  Ron Wright made a motion for Nicole’s new pay rate.  Larry Long seconded the motion and carried unanimously.

With no other business to discuss, Ron Wright moved for adjournment.  The motion received a second from Tim Standeford and carried, unanimously.  The next monthly Director’s meeting will be Tuesday, April 15, 2025 at 8:00 AM.  The meeting adjourned at 9:15 AM.
