Directors Meeting Minutes

June 16, 2026

In attendance:  President Ross Holloway, Vice President Larry Long, Secretary Ron Wright, Treasurer Tim Standeford, Director Daryl Swinney, and General Manager Herb Cook.

The meeting was call to order at 8:00 AM by Ross Holloway.  The Minutes for the Directors meeting held on May 19, 2026 were presented for review/approval.  Ron Wright moved the minutes be approved as presented. The motion was seconded by Tim Standeford and carried unanimously.  Herb Cook gave the Treasurer’s Report.  Daryl Swinney made a motion to approve the Treasurer’s Report.  Larry Long seconded the motion and carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Ron Wright made a motion to approve the Operation’s and Manager’s Report.  Tim Standeford seconded the motion and carried unanimously.

Old Business

  1. Observatory Tank:  Herb Cook reported to the Board that closing of property on Observatory Lane for the new tank will be Weds June 17, 2026.  Also, Patriot Engineering provided a quote to do soil bores at the new tank location.  Daryl Swinney made a motion to approve the quote from Patriot Engineering.  Larry Long seconded the motion and carried unanimously.

New Business

  1. HB1459:  Herb Cook reported to the Board that a questionnaire is due by the end of June 2026 to the IURC for HB1459.  There will be a mandatory training for management and Board of Directors sometime at the end of this year.
  2. RRA and ERP Certification:  Herb Cook reported to the Board that the Risk and Resilience Assessment have to be certified by the end of June 2026.  Herb added that the new water plant was added into the RRA as well as the ERP.  The ERP must be certified by the end of December 2026.

Construction

  1. Echo Lake West Rehab:  Herb Cook reported to the Board that all of the boring has been completed on Echo Lake West Dr.  Also, all of the 4” PVC main tie ins are complete.  We will be working on 2” tie ins and services to finish up.

Other Business

  1. SDC Account:  Working to grow interest on the SDC account, Herb Cook reported to the Board that interest rates on CD’s are up over 3%.  Daryl Swinney made a motion to take $15,000 from the Money Market account and put into a 13-month CD.  Ron Wright seconded the motion and carried unanimously.
  2. Parttime Summer Help:  Herb Cook asked the Board about hiring part time summer help to mow grass and change meters.  Tim Standeford made a motion to hire part time summer help starting at utility technician wage.  Daryl Swineey seconded the motion and carried unanimously.
  3. Customer Appreciation/Plant Dedication:  With putting the new water plant online in October of 2025, Daryl Swinney made a motion to have a customer appreciation/plant dedication in October of 2026 at the new water plant.  Ron Wright seconded the motion and carried unanimously.  More details will come as time gets closer.
  4. Damaged Hydrant:  A fire hydrant was damaged in December 2025.  Herb Cook tried billing the auto insurance that was provided, but that insurance has been cancelled.  Larry Long has worked on trying to get Selective Insurance to pay, but had no luck either.  Ron Wright made a motion to have the lawyer draw up a letter and send to the driver that hit the hydrant.  Larry Long seconded the motion and carried unanimously.

With no other business to discuss, Tim Standeford moved for adjournment.  The motion received a seconded from Larry Long and carried unanimously.  The next monthly Director’s meeting will be Tuesday, July 21, 2026 at 8:00 AM.  The meeting was adjourned at 8:44 AM.
