Directors Meeting Minutes

May 21, 2024

In attendance: President Ross Holloway, Vice President Larry Long, Treasurer Tim Standeford, Director Daryl Swinney, and General Manager Herb Cook.

The meeting was called to order at 8:00 AM by Ross Holloway.  The Minutes of the Directors meeting held on April 16, 2024 were presented for review/approval.  Daryl Swinney moved the minutes be approved as presented.  The motion was seconded by Tim Standeford and carried unanimously.  Herb Cook gave the Treasurer’s Report.  Larry Long made a motion to approve the Treasurer’s Report.  Tim Standeford seconded the motion and carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Daryl Swinney made a motion to accept the Operation’s and Manager’s Report.  Larry Long seconded the motion and carried unanimously.

Old Business

  1. New Water Treatment Plant:  Herb Cook reported to the Board that the weather is still playing a huge role in progress at the new water plant.  Currently the pump cans are set, some under slab piping is complete, and around 50% of the footers are complete.
  2. Raw Water Main Contractor Bids:  The Board chose On The Level Excavating to install the new 16” raw water line at the previous meeting.  Plans to start installing the mains towards the end of May or first of June.

New Business

  1. Election of Officers:  The Annual Membership meeting was held on April 30, 2024 and Daryl Swinney was voted back onto the Board of Directors for another 3-year term.  The Board members briefly discussed the roles within the Board and Daryl Swinney made a motion to leave the Board members in the same roles as the previous year.  President Ross Holloway, Vice President Larry Long, Secretary Ron Wright, and Treasurer Tim Standeford.  The motion received a second from Tim Standeford and carried unanimously.
  2. Lead and Copper Inventory:  With the deadline of October 16, 2024 approaching for the Lead and Copper service line inventory being due to IDEM, Herb asked the Board to approve a letter being sent to the membership about an up-and-coming survey being mailed out.  Daryl Swinney made a motion to approve the letter to be mailed to the membership.  Tim Standeford seconded the motion and carried unanimously.
  3. 811 Positive Response:  Herb Cook reported to the Board that IUPPS is making it mandatory that all member utilities respond to each and every locate ticket starting on January 1, 2025.  Herb advised the Board that this task will be hard to do with the 2 office workers already having a busy day as is.  Larry Long made a motion to hire a part time office worker that can also be cross trained to fill in for when one of the 2 full time office workers needs time off.  Daryl Swinney seconded the motion and carried unanimously.
  4. PFAS Laws in Effect:  With EPA finally setting the final expectations and testing requirements of the new PFAS laws, Herb wanted to make the Board aware of these new laws as an informational item.  Once all literature is sent from the EPA, Herb will present it to the Board as informational packets to be sent out to members.
  5. New Hire:  Herb reported to the Board that Dakota Milum started working on May 6, 2024 and has been learning very quickly so far.

Construction

  1. Well Field Upgrade/Raw Water Lines:  The Board approved On The Level Excavating to dig in the new 16” raw water main in the well fields.  Herb noted to the Board that all materials have been delivered and On The Level plans to stated the first week of June.

With no other business to discuss, Tim Standeford moved for adjournment.  The motion received a second from Daryl Swinney and carried, unanimously.  The next monthly Directors meeting will be Tuesday, June 18, 2024 at 8:00 AM.  The meeting was adjourned at 9:14 AM.
