Directors Meeting Minutes

February 17, 2026

In attendance:  Vice President Larry Long, Secretary Ron Wright, Treasurer Tim Standeford, Director Daryl Swinney, and General Manager Herb Cook.

The meeting was called to order at 8:00 AM by Larry Long.  The Minutes for the Directors meeting held on January 20, 2026 were presented for review/approval.  Ron Wright moved the minutes be approved as presented.  The motion was seconded by Tim Standeford and carried unanimously.  Herb Cook gave the Treasurer’s Report.  Tim Standeford made a motion to approve the Treasurer’s Report.  Ron Wright seconded the motion and carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Tim Standeford made a motion to approve the Operation’s and Manager’s Report.  Ron Wright seconded the motion and carried unanimously.

Old Business

  1. New Water Treatment Plant:  Herb Cook reported to the Board that Mitchell and Stark have completed several repairs at the new plant.  Also, Mitchell and Stark will be back in sometime in the spring to finish the last of seed and straw as soon as the weather breaks.
  2. Observatory Tank:  At the previous Board meeting, the Board voted to proceed with bids to demo the existing water tower and construct a new tower.  Banning Engineers is working with several contractors interested in building the tank.  With the demo and construction Hill Water needs to acquire additional room for staging and construction.  After discussion with the neighbor south as well as the neighbor east of the tank a lease amount was discussed.  Daryl Swinney made a motion to approve the 2-year lease amounts for each property owner.  Tim Standeford seconded the motion and carried unanimously.

New Business

  1. 120 Water:  The software license for the Lead and Copper Inventory with 120 Water is due for renewal.  The 2026 renewal amount is $6,600.  Tim Standeford made a motion to renew the 120 Water software license.  Ron Wright seconded the motion and carried unanimously.
  2. Annual Membership Meeting:  The Board asked Herb Cook to see if we can secure the education center for April 14, 2026 for the Annual Membership meeting.  After a date has been secured more information will be put out for the members.

With no other business to discuss, Tim Standeford moved for adjournment.  The motion received a second from Ron Wright and carried unanimously.  The next monthly Director’s meeting will be Tuesday, March 17, 2026 at 8:00 AM.  The meeting adjourned at 9:06 AM.
