Directors Meeting Minutes

August 18, 2026

In attendance: President Ross Holloway, Vice President Larry Long, Treasurer Tim Standeford, Director Daryl Swinney and General Manager Herb Cook.

The meeting was called to order at 8:00 AM by Ross Holloway.  The Minutes for the Directors meeting held on July 21, 2026 were presented for review/approval.  Daryl Swinney moved the minutes be approved as presented.  The motion was seconded by Tim Standeford and carried unanimously with Ross Holloway abstaining.  Herb Cook gave the Treasurer’s Report.  Larry Long made a motion to approve the Treasurer’s Report.  Daryl Swinney seconded the motion and carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Larry Long made a motion to approve the Operation’s and Manager’s Report.  Tim Standeford seconded the motion and carried unanimously.

Old Business

  1. New Water Treatment Plant: Preload, LLC submitted the final pay application to collect their retainage on Division 2 of the new water treatment plant project.  Also, Preload sent an updated Substational Completion Certificate to update the new completion date of the clearwell.  Daryl Swinney made a motion to sign the certificate as well as paying the final pay application for retainage.  Tim Standeford seconded the motion and carried unanimously.

New Business

  1. Neptune Meters:  At the previous Board meeting, questions were raised as to how much it would cost to buy the rest of the meters needed to get the system completely changed out.  Herb Cook spoke with the meter supplier and a quote was given that would be good until the end of 2026.  The Board decided to see where the Observatory Tank bids came in at to make a final decision on this purchase.

Construction

  1. Echo Lake West Rehab:  Herb Cook reported to the Board that with a set back of waiting on utility locates, crews were still able to get 18 services installed since the last Board meeting.  Herb said he hopes to have this project done by the end of the year.
  2. Hadley Lane:  Herb Cook reported that there is a short main extension to be done on Hadley Rd and Hadley Lane.  Materials still have not come in yet, but as soon as they do come in, we will be able to start work on this project.
  3. Grand Oaks (Section 2):  Herb Cook reported to the Board that Enterprise Excavating has started installing the new water mains for section 2 of Grand Oaks.  If the weather cooperates, they hope to be done by the end of August.

With no other business to discuss, Larry Long moved for adjournment.  The motion received a second from Tim Standeford and carried unanimously.  The next monthly Director’s meeting will be Tuesday, September 15, 2026 at 8:00 AM.  The meeting was adjourned at 8:50 AM.
