In attendance: Vice President Larry Long, Treasurer Tim Standeford, Director Daryl Swinney, General Manager Herb Cook, Kent Elliot and Josh Selig from Banning Engineers, Corby Thompson from Krohn and Associates, and members Laura Head and Dana Lynn.

The meeting was called to order at 8:00 AM by Larry Long.  The Minutes of the Directors meeting held on September 19, 2023 were presented for review/approval.  Daryl Swinney moved the minutes be approved as presented.  The motion was seconded by Tim Standeford and carried unanimously.  Dana Lynn then spoke about the rate increases and asked questions about the financing for the new water treatment plant.  Corby Thompson was able to answer many of Mrs. Lynn’s questions and concerns.  Mrs. Lynn had other concerns about financing for the Board about system development charges, but didn’t have details at this meeting.  Laura Head stated she had sent Herb Cook some suggestions about amendments to the bylaws, but they were sent the day before the meeting and were not on the agenda to be discussed.  Mrs. Head briefly covered some of her suggestions.

Next, Herb Cook gave the Treasurer’s Report.  Daryl Swinney made a motion to approve the Treasurer’s Report.  Tim Standeford seconded the motion and carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Tim Standeford made a motion to accept the Operation’s and Manager’s Report.  Daryl Swinney seconded the motion and carried unanimously.

Old Business

  1. New Water Treatment Plant:  Kent Elliot and Josh Selig from Banning Engineers were on hand to open the bids from the contractors for the new water treatment plant and the clearwell construction.  Hill Water received bids from 5 contractors for the water treatment plant and from 2 contractors to construct the clear well.   Kent and Josh will take the bids back to their office to go thru the bids and make sure they meet the specs provided.
  2. Standpipe Fence:  At the previous meeting the Board voted to have Nick Raymon Landscaping replace the fence at the Keller Hill booster station.

New Business

  1. New Employee:  Herb Cook reported to the Board that he had hired a new employee, but after a couple weeks of work he had to let the employee go.  Herb stated that he had another new employee start on October 16, 2023 and Board discussed his wages.

With no other business to discuss, Daryl Swinney moved for adjournment.  The motion received a second from Tim Standeford and carried, unanimously.  The next monthly Directors meeting will be Tuesday, November 21, 2023 at 8:00 AM.  The meeting was adjourned at 9:27 AM.
