In attendance:  President Ross Holloway, Vice President Larry Long, Treasurer Tim Standeford, Director Daryl Swinney, and General Manager Herb Cook.

The meeting was called to order at 8:00 AM by Ross Holloway.  The minutes of the Directors meeting held on July 19, 2022 were presented for review/approval.  Daryl Swinney moved the minutes be approved as presented.  The motion was seconded by Tim Standeford with 3 yea votes with Ross Holloway abstaining.  Herb Cook gave the Treasurer’s Report.  Larry Long made a motion to approve the Treasurer’s Report.  Daryl Swinney seconded the motion and was carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Larry Long made a motion to approve the Operation’s and Manager’s Report.  Tim Standeford seconded the motion and was carried unanimously.

Old Business

  1. New Water Treatment Plant: Herb Cook reported to the Board that the drainage easement was sent to Julie Fred for legal paperwork to be drawn up.  Kent Elliot reported to Herb also that the new water treatment plant plans were 40% complete and he still believes that they will be done and ready for bid this fall.  Herb made mention to the Board, that with the age and condition of the existing water plant, that he was unsure of how long it will continue to produce water.  The Board asked Herb to start exploring options for financing of the new water treatment plant.
  2. Wyttenbach:  Pretrial conference was held on August 9, 2022 and the court set another conference for November 15, 2022.  Barnes and Thornburg are still awaiting supporting documents from opposing council and alleged damage costs.
  3. Bad Debt:  At the previous Directors meeting, the Board decided to not pursue collections of bad debt at this time.  Ross Holloway asked Herb to find out the disconnect laws and have them ready for the next Board meeting to possibly review Hill Water’s disconnect policy.

New Business

  1. Echo Lake Phase II:  Herb Cook reported to the board that with the positive effects on the unaccounted-for water and the compliments he has received from customers that he would like to do the next section of Echo Lake Rehab in the Spring of 2023.  The Board tabled the idea until later in this year after the new water treatment plant financing is looked into.
  1. Western Road Loop:  Holloway and Associates finished design plans for the intended loop on Western Road.  The Board asked Herb to get 2 or 3 estimates from different contractors to see where the cost is going to come in at.  The Board will determine time line on the install once estimates are received.
  2. Meter Change-Out Program:  With the current age of existing meters reaching 13 years old, Herb Cook presented a meter change-out program to the Board.  Daryl Swinney made a motion to accept the meter change-out program of 6 meters per month starting in January 2023.  Tim Standeford seconded the motion and was carried unanimously.

Construction

  1. Echo Lake Rehab:  Herb Cook reported to the Board that On The Level Excavating is about 90% complete with the service tie over on this project.  The project will be complete by the end of August.

Other Business

  1. State Road 144 & Pennington Rd:  Ross Holloway and Herb Cook notified the Board of future road work being done in this intersection.  At this time, it is unclear whether Hill Water will need to relocate mains, but Herb will keep the Board up to date.
  2. Madison Township Fire Department:  With a situation that happened at Mount Gilead church and Herb finding out that Madison Township Fire Department is filling swimming pools off of Hill Water’s hydrants, Daryl Swinney made a motion to have Herb send Madison Township a letter.  The letter was to inform them that water for fire protection is acceptable, but anything else (swimming pool fill ups) will be billed and that the department is to inform the office of how many gallons were used.  Tim Standeford seconded the motion and was carried unanimously.

With no other business to discuss, Larry Long moved for adjournment.  The motion received a second from Tim Standeford and carried, unanimously.  The next monthly Directors meeting will be Tuesday, September 20, 2022 at 8:00 AM.  The meeting was adjourned at 9:01 AM.
