Directors Meeting Minutes

November 15, 2022

In attendance:  President Ross Holloway, Vice President Larry Long, Secretary Ron Wright, Treasurer Tim Standeford, Director Daryl Swinney, and General Manger Herb Cook.

The meeting was called to order at 8:00 AM by Ross Holloway.  The minutes of the Directors meeting held on October 25, 2022 were presented for review/approval.  Ron Wright moved the minutes be approved as presented.  The motion was seconded by Larry Long and carried unanimously.  Herb Cook gave the Treasurer’s Report.  Larry Long made a motion to approve the Treasurer’s Report.  Daryl Swinney seconded the motion and was carried unanimously.  Herb Cook gave the Operation’s and Manager’s Report.  Larry Long made a motion to approve the Operation’s and Manager’s Report.  Tim Standeford seconded the motion and was carried unanimously.

Old Business

  1. New Water Treatment Plant:  Herb Cook reported to the Board that Kent Elliot with Banning Engineering, said that the new water plant plans are currently 80% complete.  Kent is expecting to have everything ready for bid sometime in December and will get a total set of plans to Herb for the Board to review.
  2. Wyttenbach:  Herb reported to the Board that Barnes and Thornburg have submitted for discovery with the courts on this case.  Once more information is available the Board will be updated.

New Business

  1. Water Treatment Plant Funding:  Corby Thompson with Krohn and Associates prepared a detailed cost/budget for doing a rate analysis to fund the new water treatment plant.  After reviewing the pricing for the rate analysis, Larry Long made a motion to approve having Krohn and Associates conduct the rate study.  The motion was seconded by Tim Standeford and was carried unanimously.

Other Business

  1. Board Rates:  Ross Holloway made a suggestion that the Board consider raising the amount the Board members are paid every month as they have not had a raise in several years.  The Board will discuss this matter again at the meeting in December.

Construction

  1. Echo Lake Phase II:  Herb reported to the Board that the bore crews started boring in Echo Lake on November 8, 2022 and expects to be done sometime the first week of December.

With no other business to discuss, Daryl Swinney moved for adjournment.  The motion received a second from Tim Standeford and carried, unanimously.  The next monthly Directors meeting will be Tuesday, December 20, 2022 at 4:00 PM.  The meeting was adjourned at 8:47 AM.
